The saving habit is a good one
to have. It is not necessary to be
miserly or penurious to save. All
that is required is a little self con
trol, the practice of the habit of
self denial applied to unnecessary
extravagances. Soon there comes
the sense of independence, the
proud satisfaction of knowing that
one is not dependent absolutely ott
others, that results from a pass
book with a few hundred dollars
entered in it to one’s credit.
Bank can be, and are, a great
factor in stimulating the saving
habit in a community. By their
advertisments they get people to
thinking,and once men and woman
begin to think a'bout saving they
are very apt to begin to practice it,
to their own benefit and the benefit
of the community.
The movement in Americus in
recent months in this direction is
one that is worthy of all commen
dation. A city that is full ot
depositors, with hundreds and
thousands ’of men, women] and
children realizing the importance
ofsaving as a means to fatnre
business operations, or future pro
tection from want, is a city that is
not apt to be troubled with the
care of many paupers or distressed.
Parents might do well to encourage
their children to acquire the sav
ing habit by starting little accounts
for them. It will tend to learn
them what the bulk of American
children sadly need to learn, the
value of money.

Two Hundred Thousand Dollars Is the
amount of the proposed capital stock, but
the privilege Is desired to Increase said
capital Htoclc from time Jto time to the ex
tent and in the manner provided by law.

fifty percent of the common capital stock
then outstanding; such preferred stock to
be preferred both as to principal and to

The capital stock has already been sub
scribed, and petitioners intend to go for
ward without delay to construct, equip, and
operate said railroad.
It is desired that the road use and occupy

lic places in the several cities and towns In
to and through wnlch It may extend as
may »e found expedient, and as such cities
and towns may severally permit.
In the City of Macon ft is proposed to use
and occupy the following streets, applica
tion for tne right, privilege, and franchise
of which nas been made and the same
granted bv the Mayor add council, town:

section of Boundirv and Elbert streets, the
latter being an extension of Fifth street,
proceeding thence along said Elbert street
and Filth street to Hawthorne street, and
thence up Hawthorne street to Third street,
with the right to connect on Third street

WAY COMPANY, with such necessary sid

tion for the right, privilege, and franchise

The Times-Recorder feels £that
the County (Commissioners as
sumed a wrong attitude when they
expressed the desire that the
details of cruelty to cqnyicts,
brought out In the investigation
Tuesday, should not J be
published.
The charge of brutal treatment
of the convicts on the connty
chaingang had been made publicly,
had been given wide publicity.
It was a matter in which the
entire public was interested. If
proved the charges undoubtedly
called for prompt and decisive
action by the Commissioners. It
ot proved then the blot on Sumter
County’s fair name would be re
moved. In any event the entire
public bad a right to know the
evidence that was presented, the
right to judge for itself whether
the ebargus were substautiated or
not.
The chaingang is not a'private,
hut a public institution- Its
management is a matter that deep
ly cm-erns the entire public. It
is oue of public agencies for the
correction of evil doers. But it is
not,uever has been intended to 1)0,
and never should lie allowed to bo,

brutality.
In many counties similar inves
tigations to that held here have
becu called in the past. In every
instance they have been conducted
In the open, the evideuce has been
published, and the community has
had an opportunity to decide for
itself whether there were abuses
that needed correcting.
The chaingang is an {institution
that has brought much’condemua
tiou on the South. This need not
to be. There is nothing wr rt{ in
the institution itself.' It is only
when it is abused, when inhuma..
cruelty is practiced ou the convicts,
that reproach rightlv attaches to
it.
The Atlanta Journal has its big
-stick out for President Finley of
the Southern, it threatens him
with the civil and the criminal law,
and would bring down on him the
ecclesiastical law if there was any
to fit the case. The more speeches
Finley delivers the greater the
-criminal he appears in the eyes of
~ the Journal.
From the evidence brought out
ou Tuesday it is evident that tberg
weresuflicient grounds for an in
vestigation. It is certainly to be
hoped that conditions will never
again arise when a similar invCsti
gation will be needed. The people
ot Samter county want the con
victs worked, and worked pro
perly, but they do not want, and
wlll'not stand for, brutal treatment
of hem. That is one thing that is
certain.
