the office keep* a very comprehensive
ret of books, being a check on all of the
other officers of the county. The bal
ances of both tha tax collector and
treasurer, as ascertained by your com
mittee on examination of those offices
agreed with the records of the clerk's
hooka. The amount of the dlgeet for the
year as turned over by the tax receiver.
Is entered on the county books, and all
oltectloni mads on same by the tax col
lector. are reported each week to the
clerk, and credited against same. The
digest for this vearTs 929.MI.0iS. on
which a levy of eight mills Is made,
which should result In a collection of
II91.S64.S2. This added to an estimate of
130,000 railroad taxes, should be a gross
revenue to the amount of 92M.c7l.S2.

Road Bosrd.
We found the affairs of the road board
conscientiously and faithfully handled.
This Is a very Independent body, doing
good work, and trying to live within the
appropriation hut finding some difficulty
lo do so on account of the fixed amount
allowed them by law.
Roff Home.
We found that there are at the Roff
Home twenty-seven white females and
nine colored females, eight whits males
and fourteen colored males, making a to
tal of fifty-eight Inmates. The build
ings am undergoing repairs, s
houses being lately covered with
shingles, and several others have been
patched. A few of the buildings need
pinching where the plastering has fallen
off. This, the superintendent tells us,
will be done before the workmen leave.

out are being replaced with a splendid

Jail.

and out,, and Is. at the present time,

prisoners. Our committee took the book

stalled in the Jail, so tliat It may lie
used by the prisoners; for same will
benefit the sanitary condition. We also
recommend that more attention be paid

We find the court house In good condi
tion, so far as the physical condition
goes, hut It needs cleaning and sweeping,
and more attention should be puid to It.

In addition to the few recommendations
already made, we beg leave to make the
following:

brought to the attention of our body

that the grand Juries be granted by law,
the power to employ at the expense of

ting to an end such flagrant violations

Third. We recommend that suitable
quarter* be provided bv the county com
missioners for the tax collector. Wo
And, upon Investigation, that the office
formerly occupied bv this county official
In the basement of the court house, won
very unsatisfactory, and conditions were
such that the occupancy of the office
resulted this year In both the tax collec
tor himself and each of his assistant*,
having spells of fever, and that even
those who were employed to take the
place of others that were III, as a result,
suffered In the some way. This Is cer
tainly not to the credit of Hlbb county,
and If the county Is not able to provide
suitable quarters, which do not endanger
heslth In the court house building, it
should. In our Judgment, provide or as
sist at least In providing quarters else
where, until the offices In the court

Fourth. We would recommend that
