plain that Mr. Stephens is incompetent to

Felton and Speer. lie has done nothing
against them, and has said nothing, and

In snch an emergency, Col. Hardeman
is the only hope ol the party. He ts able,
popular, aud has for many years been
trained to political debate. If ever there
was missionary ground, it lies within the
borders of the seventh and muth districts.
The party there is anxious aud hard-
pressed. There is the plaee for reserves
and reinforcements. Col. Hardeman will
reach there no doubt in good time and do
effective servico. When he does we shall
find time and space to give his efforts full
notice. Wo can assure him that no fire
will be opened in-bis rear, when he la do
ing duty at the front m the causo of true
Democracy.
It ia not expected of him to lug Mr.
Stephens around ip a State campaign. His
duty is to see that Georgia gets what the
'Jeffersonian” organs promisod, “an un
broken Democratic delegation in the next
Congress.” His defeat is almost beyond
possibility, bat he may greatly reduce his
vote by attempts to reconcile an outraged
opinion to tho vagaries of Mr. Stephens.
But tf defeat stared him in the face, his
duty is to stump the State, and we have
no idea that be wilt shirk it at the instl<
gation of the Atlanta ConrtitutUm.

was so generally adhered to as long

sanctity and force of law. It was expect
ed, of course, that tho county making the
selection would name a competent man
and a sound Demoerat. The custom was
cheap and convenient. It wu
always liable, however, to be met
with the fact that
peoplo have tho flrst right In these mat
ters. It Is their privilege to eelect thoir
representatives, and ln tho discharge of
this duty they are not compelled to recog
nize Isothermal or geographical lines.
The custom appears to have worked well,
so well indeed that lt might have been
expected to grow Into a fixed law or rule
of tho party. It is still recognized in
some dlstricta and generally results In the
selection of a good man. This Is about
the history of the matter, put as briefly as
possible, as we understand It,

so far m to draw an opinion as to the
binding force of thla custom, now, upon
all good Democrats.
