paper. In an editorial we made the
statement, that Air. Stevens had six
counties instructed for him. ATow we
did not mean by this legally, but all
told. Properly, Air. Stevens has only
one county legally instructed for him,
and that county is Terrell. All the
other counties that have instructed for
Mr. Stevens did so in open violation of
the instructions given by the District
Committees, which makes such actions
illegal.
The District Committee in their in
structions or rather recommendations
to the committees of the various coun
ties acted upon a law or precendent
established by the Congressional
convention held in Camilla in 1SSG.
At this convention a resolution was in
troduced and passed empowering the
committee with the right to name a
common day when, primary elections
should be held throughout the whole
District. No counter resolution has
ever been passed, hence the committees
had a right to name a day when these
elections 3hould be held, and any vio
lation of this resolution as passed in
1S8G is not binding upon the part of
the Democratic convention that meets
in Albany on the 17th of Augnst.
Mr. Steyens has only one county
under the laws governing the Damo«
cratic party in the Second Congres
sional District.
