Washington, P«o. 17.—The senate
late yesterday afternoon ratified the
Hay-Pannoefote eanal treaty by the de
cisive vote of 73 -to 6. The vote was
reached a few minutes before B o’olock
after almost five hours’ dlaonisiou be
hind closed doors. There were no sen
sational Inoldents daring this entire
time. The debate was oonflned exclus
ively to a discussion of the merits of the
agreement, and the policy of its provis
ions. Thepflnoipal speeohesof the day
were made by Senator Teller, In opposi
tion to the treaty, and he was followed
in rapid snoaesston fc; twelve or fifteen
other senators, who spoke briefly either
for or agslnst the motion to ratify.
Those who voted against the treaty
were Senators Bacon, Blaokbnrn, Cul
berson, Mallory, Teller and Tillman.
Senator Teller in his apeeoh expressed
oonfidenoe that the resolution wonld be
adopted, and said while ho had no pur
pose to attempt to prevent that resolu
tion he was oonvinoed that there are
very few senators who are really sat
isfied -with the treaty. With Groat
Britain in her present mood hebellevod,
he said, that it would have been possi
ble to secure a treaty whloh wonld give
entire satisfaction and ho sharply criti
cised the state department tor falling
to do so. Ho took the position that It
wonld have been snfilolent to abrogate
the Olayton-Bnlwer treaty and snid
that England knew well enough that
with that result accomplished she could
well trust the United States to main
tain the nentrallty. of tho onnal, ns this
oonntry had been^epared to do so for
many years.
Among the othor speakers of the day
were Senators Olay,Fairbanks, MoOum-
ber, MoLaurin, of|Mlsstssippi; Culber
son, Mallory, Mason, Tillman, Bacon
and Bate. Senator Olay was one of tho
Southern sonators (who spoke iu the ad-
vocaoy of the treaty. He contended
that the triaty should be ratified be
cause It secured the abrogation of the
Olayton-Bnlwer treaty.
Before the vote on the treaty wns
taken two amendments were offered and
voted down. One was by Senator Cul
berson, and wns to insert the Davis fort
ification amendment of the last sessiou
This wns defeated, IS to 02.
Senator Bacon then offered nu amend
ment striking oat of the preamble the
r fferenoo to tho Olayton-Bnlwer treaty
the words: “Without impairing the
general priuolple of neutralization es
tablished in article 8 of that conven
tion," also the following words in nr-
tlole 8, relating to the purchase of stock,
subject to the provisions of the pres
ent treaty," also all of artiole 8, relating
to tlie neutralization of the onnal, also
all of articlo 4, declaring against oknngo
of territorial sovereignty. All this was
embodied in one amendment, and de
feated, 18 to 80, the affirmative votes
being east by Senators Baoon, Bate,
Berry, Blnokburn, Onrinnok, Clark of
Montana, Olay, Oulborson, Dubois,
Harris, Heltfeld, MoLaurin of Mississ
ippi, Mallory, Money, Simmons, Talia
ferro, Teller and Tillman.

Rev. J. A. Rumney! returned from
Pntney this morning, and bronght the
par Honiara of a romantio marriage

The contracting parties were Miss Fan
nie Batter, of Oathbort, and Mr. J. L.
Yonng, of Pntney.
Min Bntler had been visiting in Pat-
ney for some time, and was afiianoed to
Mr. Frank Winchester, who was to
have led her to the altar this afternoon.
Announcement of the approaching mar
riage of the yoang conple had been
mode, and it was looked forward to with
interest by their friends.
Mr. Yonng, however, was to be reck
oned with. He wanted Msss Butler
himself, and snoceeded in inducing that
yonng lady to ot ange her mind He is
the depot agent and telegraph Jopera-
tor for the Plant System at Pntney.
Mr. Yonng straok while the iron was
hot. He oame to Albany and procured
the servioea of Rev. J. A. Rumney, and
harried back home. He was met at the
residence of Mr. nnd Mrs. Julian For
rester this momiug at the lionr stated
by Miss Bntler, and Vboy were soon
made man and wife.
Mrs. Yoang loft on tho morning S.,
F. & W. train for Cathbort, passing
through this oity and continuing her
jonrney via the Cautral road. Mr.
Yoang remained at Pntney, nnd will be
joined there shortly by his bride.

The regular bi weekly meeting of tho
Oity Connell was held yesterday aftor-
noou, and devoloped nothing ont of the
ordinary. Besides Mayor Brown, Al
dermen Rawlins, Tarver, Lippitt and
Weldon were present.
Bills were ordered paid, reports of;
city officers heard, minutes approved!

The payment of $24 20 to a number of
laborers who served ns extra firoraeu at
the Parkas fire was authorised.
Mayor Brown reported that $.’100 had
been paid into the city treasury, that
amount having been 'collected from the
Albany Hebrew congregation for the
extra cemetery lots recently transferred
to the latter by the city.
The mayor reported tho’passage by
the legislature at Us recent session of
the bill creating a board of waterworks
and electric light commissioners for the
city of Albany, the commission to con
sist of two citizens, with the mayor as
ex-officio chairman.
It was decided to defer the eleotion of
the two commissioners, leaving the mat
ter to bo disposed of by the new counoil
at its first meeting in January. In [tho
meantime, the affairs connected with
the management of tho waterworks and
electric light departments of the city
government will be gotten in shape for
taming over to the new commission. .
Mayor Brown reported that ho had
received assurances that work on the
new ar^esiau \yell wonld bo resumed at
an early date, and that tho contractor,
Mr. E. F. Joyce, was expected in the
city any day.
The meeting then adjourned.
