Washington, Deo. 14.—The Sohley
oonrt ot inquiry has oompletodits work
and filed its report.
The latter is in two seottona. Admirals
Benhan and Ramsey file the majority
report, which sustains all the oharges
against Sohley ezoept that ot oowardloe.
Admiral Dewey makes s minority re
port, in whioh he gives full oredit for
the viotory to Rear Admiral Sohley,
whom he deolares was in fnll command
at Santiago and responsible for the
splendid viotory aohleved.
The reports were filed with the Secre
tary of the Navy yesterday afternoon,
and by him approved. The court reoom-
mends no further proceedings, “owing
to the lapse of time."
The summing np is as follows:
Commodore Sohley, in oommnnd of
the flying squadron, should have pro
ceeded with utmost diBpatoh off Oien-
fnegos and Bhonld have maintained a
olose blookade of that port.
He should have endeavored on May
23, at Olenfnegos, to obtain Information
regarding the Spanish squadron by
oommunicating with the insnrgente at
the plaoe designated in the memoran
dum deliver|d to him at 8:15 a. m. of
that date.
He should have proceeded from Olen-
fuegos to Santiago de Oaba with all dis
patch, and should have disposed bis ves
sels with a view ot intercepting the
enemy in any attempt to pass the flying
squadron.
He should not have delayed the squad
ron for the Eagle.
He should not have made the retro
grade turn westward with his squadron.
He should have promptly obeyed the
navy department’s order of May 2D.
He should have endeavored to oapture
or destroy the Spanish vessels at anohor
near the entranoe of Santiago harbor on
May 29 and 80.
He did not do hlB utmost, with the
furoe under his oommand, to oaptnre or
destroy the Oolon and other vessels of
the enemy whioh he attaoked on May
31.
By commencing the engagement on
July 8 with the port battery and turn
ing the Brooklyn around with port
helm. Commodore Sohley caused her to
lOBe distance and position with the
Spanish vessels, especially with the
ViBcaya and Oolon.
The turn of the Brooklyn to starboard
was made to avoid getting her into dan
gerous proximity to the Spanish ves
Bels. The turn was made toward the
Texas and caused that vessel to step and
baok her engines to avoid possible bollt
slon.
Admiral Sohley didiinjustice to Lieu

flying squadron were inaccurate and
misleading.

the Spanish Bqnadron attempted to
esoape on the morning of July 8, 1898.
He was in absolute command and is
entitled to the oredit due to such com
manding ofiloer for the glorions viotory
whioh resulted in the total destruction
of .the Spanish Bhips.

Cincinnati, Dec. 18.—A speotal from
Birmingham, Ain., says that on war
rants oharglng. embezzlement, George
Morgan, president, and George Blinn,
Jr., treasurer, of the Continental Secu
rity Redemption-Company, for which a
receiver was recently appointed, have
been arrested. Morgan is oharged
with embezzling oheoks and money ag
gregating $58,000, and Blinn with em
bezzling $25,000.

ceived here from an Amerlaan general
at Manila, whose position gives his
statemonts the highest authority, says
that seoret service reports from all the
provinces of tho island of Luzon show a
remarkable and widespread revival of
tho spirit of rebellion there,
This letter says the Amerloan army
expects a general outbreak throughout
the Island of Luzon, and is taking vig
orous measures to suppress It.
Manila is the center ot discontent.
Gen. Chaffee has freqnent parades ot
the garrison throughout the oity’s
streets to display Amerloan strength,
fearing an attempt at a general massa
cre of Americans.
Arrangements have been perfeoted to
conoentrate Amerloan women and chil

nessoe, presented a minority report,

but a step in the well marked line of
imperialism, If it is enacted it is a pol
icy of pnro colonialism,- this is the
method of an empire instead of a repub
lic. The report’says the secretary of
war will make tho tux iaw3 for the Phil
ippines and is given more power than
most kings.
There seems to be an epidemic of big
embezzlements throughout the oonntry.

The oonntry homo of Mrs. M. JE.
Houston, ten miles west of the oity, was
completely destroyed by fire at 1 o’olook
this morning. Not only the building,
but all of its contents wore destroyed.
The origin of the fire is unknown, the
fire haying gained suoh headway before
its disoovery that it was impossible to
toll in just what part of tho building
the blaze started.
The loss amounts to something over
$1,000, and it is partially covorod by in-
snrunce. The only insurance on the!
property was a $500 policy in the 1
man’s Fund, placed through Jos. S,
