Wo uotioe that the Georgia Legislature,
which assembles to-day, will have before
them for action the repeal of what is
known as the Lien Law—a law which has
done as much to demoralize the farming
interests of that Stato as it has to ruin
nml degrade the interest and calling of
two-thirds of our own people. We doubt
w hether the repeal of this iniquity goes to
the root of the trouble overshadowing tho
entire people. We have never thought
the various laws of the States granting
immunity from levy and sale of spocilled
amounts of property wise or just; on the
contrary, we thiuk tho tendency is to de
moralize and inculcate habits of extrava
gance with tho people. Progression is
not always improvement, and any legis
lation which tends to impoir the sanctity
of obligations voluntarily incurred, and
so teaches its people that it is proper and
light to withhold from creditors that
which is jiwtly theirs, can but bring about
a train of evils which are destructive to
the objects which should be aimed at by
the law-making power—the virtue of its
constituency.
Take, for example, the various laws in
force iu Alabama for the protection of its
people. First, the Woman’s bill, giving
entire control of her separate estate, inde
pendent of any debts contracted by her
husband. The Homestead act, securing
more real and personal property from levy
and sale than four-tlfths of our people
really own. And we find that at common
law, a creditor has about as much chance
to recover a debt (it may bo contracted
for bacon and bread furnished to support
a family) ns he has to recover from tho
United States pay for his formor slaves,
presuming tlmt he owned them, iiouce
these leius and mortgages which encum
ber our court books, in some cases run
ning up into the thousands. Hence tho
inditt’orenco exhibited by debtors when
pressed by creditors; and hence every
thing which troubles, worries and tor
meats tho people. JIad we bolter not go
back iu legislation and let property be
made liable for debt, however contracted,
if justly so, and ho teach our people ocou-
ly and retrenchment ; so shall we have
tho dawn of bettor days and that private
nnd public regard for our promises which
marked the history of our fathers.
