the eontraot between the Btate.and the city
of Atlknta. We submit that for eur present
purpose It doe* not now become necessary
to construe either ef said contracts. Suffice
It to say that neither the State nor the city
contemplated the heatiag and lighting of the
temporary capltol, in the extravagant mode
