Some say it is the severest weather since 1835,
but they probably only guess at it.

At Louisvillo, on Friday, a free negro,named
Cadiz, was bung on suspicion of a connection
with the conspiracy. A number more are in
Mil, some to be bung. There ii high excite
ment. A number of negroes have been arrested
at Vicinity, Voluoy and Gordonsville.

“The letter of Mr. Toombs, (sayr the Peters
burg, Democrat,) lias produced quite a flutter
aud racket ainoug tho Black Republicans.
Heretofore, they have been accustomed to treat
the various ptaus proposed for securing Direct
Trade to the South with ridicule. And ti e truth
is but for tho hono»t purpose oi their advocates
we would admit the most of them merited lit
tle else—all being more or less mere messes of
•moonshine.
But here comes u practical sciiemo, this of
Mr. Toombs’—full ot good, hard sense and
valuable BUggeatbn—nmouutiug to a simple
proposition to the Southern States to levy an,
ad valorem tax upon all goods, wares and mer
chandise offered lor sale within their limits,
other thin those imported directly irorn loin
elgn countries. This tax should be high enough
(1st) to prevent all indirect importations of
foreign goods, and (2d) high enough to raise
Ruffle tent revenue lor all the imposition, upou
the people, of any capitation or other direct
tax whatever.
Proceeding on the correct assumption that
federal legislation has been employed to steal
uway the trudo oft he South mid to destroy her
commercial indep udencu, Mr. Toombs propo
ses that constitutional State legislation shall
now be invoked to get it buck.
The Black Republican journals understand
this—it is plain and sensible. The nostrils oi
the Yankee always seusitivtly acute to any
probability of peril to his purse, scent in this
proposition an easy, practical, feusiblo aud
constitutional method by which tho long con*
feted boon of Direct trade and commercial
freedom may bo .secured aud enjoyed by tbo
Sooth. They huvo no words of ridicule to
waste on this plan--it unnerves them, and
they blanch while they contemplate it, at tl e
prospect of haying to uubucklo aud surrender
much of their iU-gotteu guilt.

“An ordinance amendatory of, and in addi
tion to the tex and licouse ordinances of the
city of Savannah, uud for other purposes there
in named,” was submitted by Alderman Ooben
Cbairuun of the Finauce Committee, and read

Alderman Cohen stated that the said tax bill
was the result of tho deliberations of the Fin
ance Committee aud of the Committee of citi
zens appointed at the last meeting or Council,
to comer therein—and moved that the same
be adopted ns a substitute for the tax ordin-
slices, introduced by him at the last meeting
of Council—said ordinance was read the eeoond
time aud adopted as a substitute, read section
by section, amended ihe blank* filled, except
the lost ono—adopted as a whole, and then
pissed under the title thereof—
