Department advertisement, soliciting propo
sals tor mail contracts for the various route:

1871. Proposals will be received by Hon.

master Genera), at Washington, D. C-, until
3 o’clock P. M., of February 28, 1867, and
decisions will be rendered ft larch 28, 1867.

dure in making proposals can procure it by

It is very desirable that every mail route
in Geogia should be under contract with re
sponsible parties, and the citizens of th

Secbktaut Seward’s Position.—A Wash
ington dispatch ol the 23rd inat says that
within the lust day or two Mr. Seward has
repeatedly stated bis conviction that the
policy of declaring universal amnesty, to In-
followed by universal suffrage in the general
meaning of that term, is destined to be the
basis upon which reconstruction will be
finally completed.
He is uuequivocai, however, in agreeing
with the President that it devolves upon the
States respectively to prescribe the quaiifica-
tious and limitations of the negro vote with
in their boundaries.
Tho Cabinet was called by the President,
on Thursday, to consider important dis
patches from Paris in relation to Mexican af
fairs. Immediately after the Cabinet meet
ing additional instructions to General Sher
man nud Minister Campbell were forwarded
in cipher, by telegraph, to New Orleans, with
orders to forward the pi without delay to Gi-u.
Sherman by special steamer. It is under
stood that the dispatches from Paris consid
erably complicate the Mexican question, and
may lead to the most important results. It
is intimated that our ftlinister at Pans has
been instructed to demand the immediate
withdrawal of the French:

Queenstown on the war steamer Plymouth. A gun
boat at Chatham baa bees ordered to mil for Queens
town immediately. Much alarm is felt at Cork aud
through Ireland generally.
Tho London Times of this morning believes chief
organizer Stephens trill soon arrive on the scene. 11

The Globe editorially bints that a more serious
trouble with tbe United States la really at tbe bottom
of tbe Fenian outbreak.
A telegraphic dispatch received yesterday from
Washington by the United States Minister at Pari.
The dispatch was very long, occupying many hours
in transmission, and It is believed it relates to the
Mexican question.
Tbe Morning Hersld of to-day saya tbe United States
.sinister, Adams, lias revived the Alabama case, and
that a cabinet meeting will soon be held, when tbe
case will receive the consideration which its impoi-
tauce deserves.
It is officially announced that tbe Government bas
peremptorily related tbe uee of the parks for trade
reform demonstrations.
London, Nov. 27—Evening.—The Morning Herald
believes tbe Government of the United States will en
deavor to defeat tbe Fenian plot* at the proper time.
Pabis, Nov. 27.—Thera are ramors of changes
about to be mede in the French Cabinet.
Flobenoe, Nov. 27.—Tha Italian Government is
determined to send Vagisxi on a mission to Rome.

Columbia. Nov. 27.—The Governor’s message was
laid before tbe Legislature to-day. It takes a gloomy
View of .the present condition of affairs, and attri
butes depression of agriculture and business in tbe

that tbe white population should be stimulated to
work by letting them see that labor is bonorable aud
idleness rsnrebensible. Tbs message is mainly devc-
ted to Slate affairs. Tha Governor say* tbe result oi
tbe experiment of free labor has been highly encour
aging under nil tbs cireamatanees, and ooncludes by
referring to tbs constitutional amendment, which, he
says, neither the interest nor the honor of tbe State
will allow her to ratify.

The dry goods market continues without animation,
with a lively apprehension on the pen of tbe jobbers
that prices may take another leap downward under
tbe influence of a more stringent money market.
Some nt tbe mannfecturere of woollen goods are mid
to be cheeking production, while others have erased
altogether. At current prices some agents refuse to
put mousselinsde laines Id the market at all. Foreign
goods of nearly every description have a declining
tendency, and some of the Importers are talking of
rtshipping recent importations before taking them
out of bond.

A bold robbery war perpetrated in 8t
Louis ou Tuesday. A man called on E. Jac
card A Co., jewelers, and while examining
some fine diamonds, tbe clerk being for
moment called away, be succeeded in sc
cretipg some $10,000 woitb. Ou tbe leturu
of tbe clerk be asked to be shown to a pri
vate room for a few moments, aud to allay
suspicion left bis bat on tbe counter. Pass
ing out to the rear of the store he tore tbe
grating frosi tbe window leading into tbe
cellar of a drug store, where be took a bat
belonging to tbe porter, and walked upstairs
and through the store into tbe street, where
all trace of him was lost.
The Cubbenct.—It is stated that indica
tions at Washington point to the adoption of
measures, and the recommendation of others
to Congress, by the Secretary of the Treas
ury, having in view the earliest possible re
sumption of specie payments. It is believed
the absorption of the 5-20 bonds, issued in
1862 by the disbursement of coin, (of which
there-is nearly $100,000,000 in tbe Treasury)
will tend to this result, coupled with the con
traction of the currency, which has been for
some time going on.
A systematic effort on the part of some
speculating scoundrels to swindle the freed-
men out of their cotton by buying it with
counterfeit greenbacks has just been brought
to light on tbe Sea Islands. Gan. Scott, of
the Freedmen’s Bureau, is doing bis best to
ferret out the perpetrators of this piece of
heartless knavery.
