Iln.K 1. It shall be the duty uf the
Health OITioer to issue such rules mid
regulations as shall cause all vessels
coming into the port of Brunswick
from foreign ports. Gulf purls south
of the thirty-second parallel, Atlantic
|Huts south of the twenty-eighth par
allel of latitude, and all vessels hav-
sickncssoii hoard, to nnchor at
the Ounrantinctiround.
2. It shall be his duty, upon noti
fication of the existence of cholera,
yellow fever, small pox, or other epi-
demies or contagious disease, in any
[Kiri, to immediately issue such regu
lations ns shall prevent the introduc
tion of such diseases into tlio city.
3. It shall bo his duty to visit nil
vessels brought to anchor at the Quar
antine (.round, carefully examine the
sanitary condition of each vessel, ill
pect the imllasl or cargo, muster the
crew, examine the hill of health and
take all oilier steps that may be, in
his judgment, necessary to enable him
to arrive at a correct conclusion as to
tlie sanitary condition of each vessel.
I. It shall lie his duty to cause all
vessels arriving from West Indies,
Mexican, Central and South Ameri
can |Kirts, having clean billsof health,
hiring tlie months of May, June, Ju
ly. August ami .September, to dis
charge ballast at the Quarantine Sta
tion, and to thoroughly disinfect each
and every sucli vessel; and ha shall
in no ease give a |<ermit to such ves
sel to proceed to the city until twenty
days have elapsed since the sailing of
such vessel.
3. It shnll lie his duty to causo all

contagious or infectious disease is
known to prevail, to discharge ballast
or cargo at the Quarantine Station
and to thoroughly disinfect each and
every such vessel before giving a per
mit to such vessel to proceed to the
city, which permit shall not he given
before the expiration of twenty days
from the date of arrival.
C. In case of the arrival of an in
fected vessel with sickness on hoard,
it sl-all la- his duty to lake .-ucli care

ductiou of disease into the city, lie
shall cause such vessel to be thor
oughly cleansed and disinfected be

7. It shall be his duty to cause all

12. It shall be the duty of the
Health Officer to attend the meetings
of the Board of Health, mako a month
ly mortuary report to Council, and an
annual report to the Board of Health,

city, whenever so required.
13. Tlio Health Officer shall, in
consideration of the above prescribed
duties, receive tlie following fcos, to
bo |nid hv the vessel requiring the
service, via:

sels lying nt the Quarantine (.round,
for each visit to vessels of less than
200 tons, to 00; each visit to vessels
between 200 and 400 tons, $10 00;
each visit to vessels lietween 400 and
800 tons, tL5 00; and each visit to
vessels over 800 tons, $20 00.

11. The Hroltli Officer shall chargo
and collect from every vessel requir
ing disinfection n fumigating fee of
to 00 for every vessel under 200 tons;
tlO 00 for every vessel between 200
and 400 tons; and $13 00 for every
vessel over 400 tons, the snmo to bo

for the purchase of disinfectants and

Health Officer, masters of vessels are
referred to the rules nnd regulations
governing quarantine, adopted by
tlio Board of Health.

form us that an emigration movement
baa begun which promises to bs of a
magnitude unparalleled in the history
of that counter, and which erealca
considerable anxiety in government
circles. In some parts of Posen and
Schleswig it is reported that whole
villages aro being depopulated. Tho
German trader goes all over the world
and is found selling bis wan* in ail
the continents and the islands of the
sea, but the German Hauer and Hand,
leertrr—the formers aad mechanics
of the Fatherland—think first of tho
free Republic of America when the
migratory impulse seises them, and
aro rarely turned from their purpose
to become independent citisens of
this selfgureming nnd prospering
country. Tho force of tho new emi
grating movement among tho Teuton
ic people began to be felt there last
year, but tho indications are that wo
only got then an advance detachment
of the great swarm tliat is preparing
to come this season. Tho Hamburg
and Bremen steamers an already

gen. A late arrival landed nearly
thousand at Castle Garden. Before
the first of May the German lures wiU
bo able to carry only a fraction of lire
travel, and the English, French and

We do not apprehend any evil con
sequences to this country from this
formidable Teutonic invasion. Most
of the immigrants will know where
