revenues the cable system had to
pay the fee, and the percentage of
the fee. "We are complying with
those instructions," he said. "The
city has never had a complaint."
The franchise agreement was
signed in March, 1967, between the
city and local residents Robert W.
Gilbert and Lowell Register.
Gilbert and Register sold the fran
chise to Peachstate Cable shortly
thereafter.
The franchise agreement ends
March 16, 2002. Perry Mayor Jim
Worrall said that the franchise did
not give Peachstate Cable a
monopoly on the system, although
any other wired cable company
would have to obtain a franchise to
operate in the city. He added that

Veteran's Day started as an ob

commemorated the end of World
War I, which ended, officially, on
the 11th hour of the 11th day of the

celebration expanded to cover all

wireless cable systems probably did
not have to obtain a franchise to
operate in the city, although he was
investigating that possibility.
The cable system has had several
improvements over the past three
years, said Mitchell. Recently, the
system's wiring has been replaced
by fiber-optic cables, and the sys
tem has changed from a 300 mega
hertz system to a 450 megahertz
system, allowing the addition of 11
more channels.
Mitchell said the 450 megahertz
system allowed the company to
send up to 60 channels. He said
there was a possibility of two or
three additional channels being
added after January 1, 1995. How
*ever, he added that any channels
added would first have to be voted
on by the system's subscribers.
Again, the Democrats were fa
vored in the Congressional elec
tions. Bishop took Clayton 1,859-
1,136 while Mathis defeated Cham
bliss 3,190-2,674.

BOE meets legislators
By VETO F. ROLEY
News Editor
Houston County School Board
Chairman Zell Blackmon asked the
Houston County legislative delega
tion for their assistance in keeping
local decisions local.
Blackmon told the delegation
that the State Board of Education
was getting more involved in local
matters. "The further away they get
from the locality, the further away
they are from the facts," he said.
Of particular concern, said
Blackmon, was the possibility that
the state BOE could overturn expul
sions at the local level. He added
that state BOE currently upheld
most of Houston County’s expul
sions, but there was a chance that
the state BOE could eliminate ex
pulsions all together.
Blackmon said the Houston
County BOE was concerned about
removing a student who was a dan
ger in the classroom only to have
the student returned to the class
room and "posing a danger to other
students."
State Representative Larry
Walker said that he shared Black

mon's concern about state interven
tion in local affairs. However, he
added that he also thought that there
needed to be an oversight body over
the various county BOEs, noting
that some counties might punish a
student or teacher for political rea
sons.
Anodier concern raised by the
Houston County BOE was alterna
tive schools and counselors in the
elementary and middle schools.
Board member Shirley Lowery
asked if the Legislature was going
to cut off funding for counselors in
die lower grades.
State Senator "Sonny" Perdue
told the board that die counselor
program enjoyed widespread support
in the Legislature, and would prob
ably be expanded. However, he said
that any expansion depended on
funds being available.
Lowery also raised concerns
about alternative schools for ele
mentary students who were unruly
in class, noting that the schools
were beginning see a lot of prob
lems existing in society.
