In the National Intelligencer Mr. John
Barney, whom wo take for a know nothing
whig, Is permitted to sny of the Ostend innnl*
festo and Mr. Buchanan.
'‘Tho principles there asserted by him are
thoso or tho highway robber, when he asserts
it a duty, if Spain refuses to soli Cuba, that wo
must tako possession, because uocessury to our
self-preservation.''
Rather than accept Mr. Barney's version of
tho Ostend manifesto, let us quote tho preciso
words ot that instrument upon the tutyeefc in
Juvtew. They aro as follows s
"After we shall have offered Spain u price
for Cuba far beyond its preseut value, and this
shall have boon refused, it will theu bo time to
consider the question: l>oes Cuba in the pos
session of Spam seriously endanger our inter
nal pcuce and tho existence of our cherished
Uuion? Should this question bo answered in
tho affirmatlvo, then,by every law, human aud
divine, wo shall bo justified lu wresting it from
Spain, if we possess the power; and this, up
on the very same principle that would justify
au individual in' tearing down tho burning
houso of his neighbor, if there wore no other
means of preventing tho Humes from destroy
ing his own home, under such circumstances,
wo ought neither to count tho cost nor regard
the ouds which Spain* might enlist against
us.’’
Now, let us learn whether this seutimeut is
peculiar to Mr. Bucliuunu aud his associates
in the promulgation of that manifesto,or whctlr
er thoy aro notthe sentiments of great states
men in both the great political parties into
which the republic has been for many years di
vided on political subjects. In tho "Life and
Speeches of Henry Clay,” by Mallory, volume
tint, pages 207 and 208, may be found tho fol
lowing passage ffrom Mr. Clay's defence of
President Madison’s seizure of West Florida ;
"It cuunot be too often repented, that if Cu
ba on the ono baud, aud Florida on the other,
are in tho possession of a foreign maritime pow
er, the immeuso extent of couutry belonging to
the United States, and watered by streams dis
charging themselves in the Gulf of Mexico,Ac.,

I have no hesitation in saying, that if a pa
rent country will not or caunol maintain its au
thority in a colony adjacent to us, aud there
exists in it a state of misrulo and disorder, me
nacing our peace; and if, moreover, such colo
ny, by passing into the hands of auy other
power, would become daugeious to the integri
ty of the Union, and manifestly tond to the
subversion of our laws, we have a right, upon
the eternal principle of self-preservation, to
lay hold upon It. Ibis principle, alone, inde
pendent of any title, would warrant our occu
pation of West Florida.”
Upon what plea is Mr. Clay to be pronounced
innocent by those who dcuouuce Mr. Buchanan
In terms so charitable and so dignified.—

Major Geo. Deasof the Army, Adjutant
General to Gen. P. F. Smith, arrived this eve

proving, though deplorable enough. Isine is a

Democrat, und gives it as his opinion, formed
from practical.personal observation, that in
Illinois, ludiaua and Ohio, Mr. Buclmnan will
find that Mr. Fillmore will Is) a more formida
ble competitor tliun Col. Fremont.
Advices received by the National BxecutWe
Committee, and by other gentlemen from Penn
sylvania, aro of the most dicoring aud encoura
ging character. So much are they so, tbat
argeavagera are oflbred here that tno Ootobcr
election will result favorably for Mr. Buchan
an.
Tho State has been very thoroughly canvass
ed, and it has been satisfactorily ascertained
that Pennsylvania's favorite son still more than
holds his own. Govuruors Cobb, Johnson aud
Floyd, are doiulng yeoman’s service there.
Very much depends upon tho vote of Pennsyl
vania in November next; aud, therefore, it Ib
that the "Republicans” aro moving earth and
the other place to carry it. It is understood
that Senator Wilson and Mr. Burlingame will
outer upon u series of appointments in Pennsyl-
uaniu. They will l»e tollowed »y Governors
Floyd and JohuaovMSw© learn from Mr. De
Graffenreid.
It certainly will uever answer the contract
for the Democracy to lose the Keystone State
uuder any circumstances, and ull the advice
received from friends u:ul foes wiithu tho last
uist fortnight liuppily furnishesassuranee doub
y sure tliut the herculean efforts of the unholy
alliance will he uusuccossful. Hon. Ohaa. Jas.
Faulkner, Chairman of tho National Democrat
ic Committee, went over to be present at tho
;athering of the hosts, and is still somewhere
n Pennsylvania. His colleague, Mr. Vail of
Now Jersey, remains here continually engaged
iu the most laborious service; aud iu this con
nection must uotbe forgotteu Mess. Do Gralfen-
rcid, Wiuder and Lenox. Each of these gentle
men is contributing in every way possihlo to
the great and vital work of the Democracy and
the Union.
The magnificent Parodl, aided by Strakosch,
Julicu, Tibcrinni and Bernard! has givon two

The Fillmore aiul Fremont Conllllon In
Pennsylvania.
We remarked tho other day that "the Sa
vannah UBepnblican is out in defence or the
Fremont and Fillmore coalition ^Pennsylvania
in behalf of tho same State ticket.” This our
neighbor denies—whether wisely or uot, wo
jeave the public to judgeJrom his own previous
language. Speaking of the coalition ticket, ho
said last Wednesday:
"The ticket timply amounts to this: The an
ti administration men of Pennsylvania havo
nominated an anti administration ticket, to be
ran against the administration ticket, aud to be
■upportedby people without regard to their
predilections upon tho Presidential question.”
Now If that be not "in defence of tho Fremont
and Fillmore coalition in Pennsylvania,” wc do
not know the meaning of words. It is true tha 1
the Republican did not express a distinct ap
proval oftho coalition. That is more than tho
advocate is' ever required to do with reference
to the crime of tho culprit, whom he is defend
ing. His language, like that of the Republican,
uinally is; "Tho crimo of my client is simply
hto,” Ac.
Bead again the brief extract which wc have
above given and say whether it is not tho lan
guage of palliation, excuse and defence?
"Simply this.” In other words a very trifling
matter. The Black Republicans aud Araerictm
know that if Pennsylvania goes for the Buchan
an ticket at the State election in October, tho
defeat of FTbmont and the election of Buchan
an in November cannot be prevented. To ward
off such a disaster, thoy have "simply” united
their forces for the October conflict If the
Democracy are defeated in that conflict, it will
at once be proclaimed that os regards tho 5th
•f November, the day is already lost to Buch
anan, and that Fremont his ouly real competi
tor Is victorious.
Now we ask, is a coalition which is likely to
bo followed by such results a fit matter cither
for palliation, excuse or defence by a South
ern paper? Is there any true Southerner wh)
can put his band on his heart and say that be
dote not condemn and deplore it? .Yeton

Tins Fever In James Street.—The Journal
of Commerce furnishes the following informa
tion relative to tho cases of sickness aud deaths
in James street, mentioned yesterday
About tho middle of last week, an elderly
lady, residing in that street, uear Madison, died
ofavorjr malignant fever. Two other persons,
a daguerrean and a policeman, living iu the
same premises, were taken sick about the samo
time. The resident physician, Dr. Rockwell, was
called In to examine them, and found the pa
tients suffering uuder a high grado of fever,
which he could uot positively pronounce to be
"Yellow,” but would class under the head of
"suspicious.” Both cases terminated fatally
after a brief illness. A fourth person also died
in the same house towards the close of the week
with the symptoms of delirium tremens. The
matter was brought to tho notice of the Health
Commissioners, who requested tho City Inspec
tor to give the bonso aud precincts a thorough
cleansiug. The houso and the yard wore im
mediately purifled by tbe usual processes, aud
tho bedding, upon which tho deceased persons
slept, and tho clothes lagt worn by them, wero
burned.
The Inspector haa invariably adopted those
sanitary measures iu every building where a
death inis occurred by yellow fever, nud in no
instance has the dlseaso spread into tho neigh
borhood. Qnito a number of fatal yellow fever
eases, as our readers aro aware, have been re
ported in this city, during the summer, but
every ouo of them was directly traceable to
communication with infected shipping, bed
ding or goods.
With reference to the James street deaths, it
is said that the daguerrean, who was the vitiin,
visited Staten Island, not long ago,and took the
portrait of a person who lmd died of yellow
fever. If tho coses wero really yellow fever, this
alleged fact might account tor tho appearance
of the malady iu James street. But, whatever
the sickness was, tho public need feel no appre
hension of its spreading. No new case has ot!
enrred In the house during the present wepk.

NEW ADVERTISEMENTS,
Another Abolition Lie Nailed*
Hon. B. F.'Hallet, of Boston, recently wrote
to Senator Toomba to inquire the truth of an
abolition story that has been repeated ten
thousand times in Northern diKtinion sectional
journals. Tho reply is as follows:
Washington, Gu., Sopt. 7,185B.
Dear SirI received your letter of tho 20th
ult. yesterday. Thero Is not oue word of truth
In tno charge of the abolitionists, that In somo
speech I made semewhero I said that "the time
would como when 1 would call tho roll of my
slaves on Bunker Hill.” 1 have seen it done up
in various forms by tho abolition press ana
speakers for tho last twelve mouths, and I sup
pose I have answered within that timo a score
of letters from friends on the subject. I have
two or three others besides yours beforo mu at
the present time. I saw the same charge in
tbe report of a speech said to have been made
by Dr. Way land, in Providence, Rhode Island,
aud my first impression was to write him a let
ter correcting it, but ou reflection 1 concluded
tbat a man of his stauding aud attainments,
who would appropriate fatherless newspaper
falsehoods to the vilo use of misleading his
countiymon, wns not entitled to that courtesy
from me.
I aw, very respectfully,yours,
„ „ R. Toombs.
Hon. B. F. Hullct, Boston.
The above^etter proves how ignorant the
northern peoplo ore, who read nothing but
abolition papers. Now, the Rov. Dr. Wayl ind
would not have mudo the assertion he did,
had he not honestly believed it tmo. Tho faot
is. the above lio haa been repeated by tbe New
York Tribune and other vile journals so often,
that half of the northern peoplo rculiy believe
It, and now, though,it is emphatically contra-
dieted, not one of them will allow their read-
en to see the denial. If justice do not even
tually get tin villains who thus delude the two-
iga, then sho has fled, from earth—Dag
tho very uso tor which it la required. Tho whole
apparatus for arriving at thusu facts is must
perfect. Steam-power, separate from those of
tho ship, works the axle from which the sound*
log line ia "paid out.” Souudings have been
takcu to the depth of 27,000 fathoms. By a neat
contrivance each sounding shows not only tbe
depth, hut tho nature oftho bottom, which is
brought np In tlvo quills, and the temperature
of the water, tlio latter being given by tlio ex
pansion of contraction of metallic spiral ribands
placed around a centre pin, fixed ut thot<
and attached nt the bottom to a needle, and „
dientor, the' latter remaining fixed after the
first has ceasad to act, showing the, exact vari<
ution between tbe surface and thu bottom.
Most careful drawings havo been made
Mr. Van den Berg (to whom Inis been unsigned
tbe special post of draughtsman) of the sound
ings, showing u profile of the bottom of the
soa with the greatest accuracy. There cun be
no doubt that communications between Ireland
and St.Johns, n distance of 1,1140 geogwphl-
c d miles, may bo regarded as a certainty. It
is in tbe hands of a small American company,
but though small, if its members possess but a
tithe of the euergy of their representative, Mr.
Cyrus W. Field, who is also hero making every
inquiry, it will ho enough to overcome every
difficulty. Captain Berrimau laughs at layiug
tho (cable. He usks but a ship large enough,
and lie will uudertuke to do it nt ten miles an
hour right across. The company have obtain*
eri the sole grant for erecting telegraphs
through Newfoundland, and havo nlready some
1,70» miles at work, or will have in a few days,
which is iu connection with the American lines.
The difficulties and trials of temper in taking
these proceedings have been tremendous. Re
peatedly after "paying out” tens or thousands of
fathoms of line, aud getting ull up within som*
sixty or eighty, it was snapped and all had to
he done again. Six und eight hours have been
occupied iu getting one sounding only, and
thoso have been made uearly every half dej
the whole way accross. From the captaL
the cabin boy, each having given bis willing
aid. No trouble was thought too much—no time
too long—each appeared to feel the bouor of
his nation at stake, and proud in every way to
advance thu object iu view. They bad done
their work well. Nature has granted all we
could ask—art will «oon do it* Ipart, while na
ture, science and art, worked out by man’s
hand, will produce one grand whole to benefit
mankind—6’orA Conititutiou.
